End-of-year carrier embargoes can slow down new fibre services, upgrades, relocations and planned network changes.
For businesses planning a new connection, office move, building activation or capacity upgrade, the safest approach is to start early and allow time for carrier lead times, site access, construction and testing.
Which services can be affected?
Holiday provisioning restrictions may affect Telstra Enterprise Ethernet and wholesale fibre, nbn Enterprise Ethernet, AAPT fibre and Ethernet, Vocus fibre, Ethernet and wavelength services, as well as planned network changes and complex provisioning work.
The exact dates and restrictions vary by carrier and service type. Some standard orders may continue to be accepted, while complex builds, non-standard work, planned changes and construction activities may be delayed until normal operations resume.
Typical planning windows
Carrier embargoes commonly run from late December into the first week or two of January. The exact dates are published by each carrier and can change from year to year.
- Standard business fibre: allow at least 4–6 weeks.
- Enterprise Ethernet, fibre upgrades or complex builds: allow 6–10 weeks.
- New developments, construction or landlord approvals: start 2–3 months ahead.
- Temporary fixed wireless: may be assessed and installed faster, subject to site survey and availability.
Submitting an order before an embargo does not always guarantee completion before the shutdown. Carrier cut-off dates, construction dependencies and site access requirements still apply.
Why the timing matters
A fibre service can involve carrier design and feasibility checks, building owner approval, site surveys, civil or building access, fibre construction, equipment installation, testing, commissioning and cutover planning.
If any part of that process falls inside an embargo window, the service may not be completed until the carrier’s post-holiday work schedule resumes.
Fixed wireless when fibre timing is tight
Fixed wireless can provide an alternative path when a carrier fibre service is delayed by an embargo, construction requirement or site-access issue.
Capti can assess fixed-wireless connectivity for eligible sites across Brisbane and the Gold Coast. Depending on the location, radio path, mounting arrangements and available capacity, it may be possible to install a business connection faster than waiting for a new fibre build.
- Offices waiting for enterprise fibre
- Construction sites and temporary facilities
- Retail, hospitality and seasonal operations
- Business continuity during a relocation
- A temporary service while a permanent fibre connection is delivered
Installation timing is site-specific. A survey, clear radio path, safe mounting location and network capacity are required before a delivery date can be confirmed.

How to prepare before the embargo period
- Identify new services, upgrades or relocations planned before the holidays.
- Confirm the underlying carrier and product type.
- Allow time for building access, approvals and site work.
- Submit complex orders as early as possible.
- Ask whether fixed wireless can provide an interim connection.
- Confirm cutover, testing and support arrangements before staff leave.
- Keep a backup plan for critical services and seasonal operations.
